David B. Fay was born in New York City and is a 1972 English and Political Science graduate of Colgate University, where he was a member of the varsity golf team. Fay was employed as communications director at the Metropolitan (N.Y.) Golf Association from 1976-1978.  

In 1978, he began his 32 year career with the United States Golf Association (USGA), serving first as tournament relations manager and becoming director of program management in 1981. He became assistant executive director in 1987 and was appointed as the sixth executive director of the USGA in 1989, a position he held for 21 years, until his retirement on December 31, 2010.

In his role as U.S.G.A. golf executive director, Fay also served as joint secretary of the International Golf Federation (IGF), a post he held since 1991. The IGF is recognized by the International Olympic Committee as the official international body for the sport of golf. Fay also served as Chairman of the World Golf Foundation (a one-year rotating position) in 2008.

He and his wife, Joan, reside in Saunderstown, Rhode Island. They have two adult daughters, Katie and Molly.
